  2. Objective
      The Structure Committee will develop:
      (i)   a suitable organizational structure and operating
            framework for APAN;
      (ii)  membership fee levels for all membership categories;
      (iii) a transition procedure from the current informal
            structure to an incorporated one;
      (iv)  the principles from which bylaws can be developed
            by the Bylaws Committee.
  3. Scope
      The Structure Committee will investigate the organisational
      arrangements and the basis of fee structures for similar
      entities in the US, Canada and Europe.  The committee will
      develop an initial proposal for the new APAN structure.
      Once consensus has been achieved the committee will develop
      a list of principles from which bylaws can be developed.
